Two Men Charged In The Drowning Death Of A Homeless Man

Witness saw two suspects pick up homeless man and throw him over the W. Wisconsin Ave. bridge head first into the river.

Milwaukee - On Friday, Tracy M. Edwards, 52, and Timothy Larod Carr, 44, were charged with felony party to a crime of recklessly endangering safety in Tuesday's downtown drowning death of Johnny Eugene Jordan, 43. Edwards, Carr and Jordan, aka, "Monk" are all homeless.
The criminal complaint states, a witness saw Edwards and Carr arguing with Jordan on the W. Wisconsin Ave. bridge over the Milwaukee River when both men picked up Jordan and then threw him over the bridge head first. The witness pulled over before 10:00 p.m. and came over to help. As Carr went over the side and jumped into the river to help Jordan.
A Milwaukee police officer arrived shortly and threw a life preserver attached to a rope at the men on the river. Carr was able to grab the preserver, but Jordan went under. Firefighters later recovered the body from the river, according to the complaint.
Both Edwards and Carr are facing up to 12 years in prison and $25,000 in fines each, if convicted.
Twenty years ago, Edwards gain notoriety after he escaped from Jeffrey Dahmer's Oxford Apartments at the 800 block of N. 25th St. on July 1991 and exposed Dahmer's horrific and gruesome serial killings to police.
